AZ did mail in voting on a massive scale long before the WuFlu.
They were SUPPOSED to all be verified against signatures and the envelopes against voter rolls - and only those on the rolls (aka registered - like months in advance) were permitted to have an early ballot mailed to them (since forever - we start voting the first week of Oct).
The 10 hour hearing just indicated they did NOT check signatures in Maricopa county - a very VERY big no-no. It also appears they allowed people to register very very late. Total con.
The company that did the verification is Runbeck, the ballot printer who was delivering boxes of ballots, THEY do the checks and counting then deliver the ballots to the "tabulating room"
