Exactly. It's a very common mindset of protecting a few crumbs because you might fail at getting more, and telling others that this is the smart thing to do and that they're foolish and going to somehow harm the herd by doing more.
This is the mindset of those that want to sit back and see the Moon become a Chinese colony because rockets create pollution or the money spent on them could've gone to grifting programs or something.
