I can't wrap my mind around what that means.
When the ballots are "counted" the ballot counting machine prints a bar code (qr code) on the paper ballot. The re-counts just read the bar code. the bar code changes a vote for trump to a vote for biden the re-count shows a vote for biden.
The ballot printing companies count the votes and print the bar code with the results on the ballot. the counties have "tabulating" machines that just read the bar codes. total fuckery.

I'd like to see some samples of the QR codes. It's possible to design a QR code where you could visually tell the difference between a Biden vote and a Trump vote.
A hand recount doesn't work this way, that's the point of doing it by hand. The paper ballot has both a QR code and a plain English list of who you voted for. You can check your ballot to be sure it's correct before you scan it.
Whether the bar code matches the English is up for debate. If the hand recount is honest and the English portion of the ballots was printed correctly with the fraud occurring in the tabulation, then a hand recount of the names printed on the ballots should show a discrepancy. That's why it's so important to do a full hand recount with every single ballot being scrutinized by both parties before being tabulated again.
Anything at all electronic is a possible point of failure.
The fraud in GA didn't take place with in-person voters, it was the mail-in ballots. They existed, they were real ballots, they just weren't from actual voters. That's why the important issue in GA is signature verification. Checking whether every voter was legitimate is more important than checking whether every ballot was legitimate.

I just read her report and she said it wont show up in hand recounts because of the process of how ballots are printed
