I thought about this in my waking moments this morning. What I have concluded (or least think seems logical) is that the threat by whomever has given money or bribes is greater then the threat of owning up to their complicity in the act.
Money may have and probably was given but the receiver knows that there is a great force behind that bribe that will eradicate their entire blood line.
It’d have to be like in the movies when someone steps forward and says “I did it.” And then another person steps forward and says “and I did it.” And then one by one every person steps forward and the authority is just confused as fuck because they can’t arrest everyone
