Police do the same thing to get people to leave a neighborhood, when the powers that be want their land or to eliminate business competition.
The Fire Marshalls are used too, they can enter any building anytime they want.
FD : "We have a report of a gas leak coming from your house, open the door!"
Resident : "We don't have any gas appliances."
Cop with the FD : "He gave you a lawful order. Open the door. Ma'am!
Tell them to get a warrant. You don’t ever have to open the door without one

Reported gas leaks are exigent circumstances, like a neighbor reporting a woman screaming from a residence. Search warrant requirement removed.
They are not going to leave until the door is open and the house cleared.
Why? The statutes say that the house in question threatens the rest of the homes in the area.
In short, your house is reported to have been 'waving a gun' at all the other houses.
We've had our rights slowly stripped away as time has progressed and most people went right along with it for "safety."
The fire statutes/code go back to the beginning of this nation when we were villages with closely packed homes. The problem is that they don't differentiate from rural homes where there are acres of land between occupied residences.
If my home burned to the ground it would not endanger any others, there are acres and bodies of water and roads between any of them and ours.
The F.D. does not care, "Open up or we will break down the door with fire axes! We cannot risk your family suing us if we don't check for gas and you succumb or the house burns down!" (I'm white and he looks like Keanu Reeves, the locals do not like us living here, one bit. "When are you going to let a good Italian family buy your house? Your family isn't welcome here! What is he?
