My point exactly. As a cybsec professional, I call bullshit on this. How does someone "attempt" to use your IP to download CP? How would you even know? It would make more sense if he caught them in the act, or something like "oh I found some files I know I didn't download on my PC". But to say they attempted to use your IP lol? So he's saying someone attempted to connect to his LAN and download CP on another device? How does he know? Content filtering logs? How?
What sounds more plausible to me, is this sick fuck bag is a pedophile and he knows he's been caught or being investigated and he wants to save face.
