I don’t even need to look at anything else.
If it’s not documented it never happened is our main response in these cases.
People are thinking too much about the legal side. An election isn't "innocent until proven guilty". An election is an accounting and transparency issue (at least if you want legitimacy), which means it needs to prove itself as true.
Elections should be a massive IRS audit. Open books. Period.
