You cant have military tribunals for treason (for civilians) without some form if Martial Law being imposed. Add to that, if it is proven these elections were rigged by foreign enemies of America one could argue it is an act of war as well, and US civiliand acting in the interest of those nations have sacrificed their constitutional protections.
