I was just reading about how it's meant to work: just retweeting a tweet doesn't add the hashtags to the trending tally- you need to do a quote tweet (and say something above the retweet for it to count).

I still think the number is low as #CNNTapes has 37k tweets now (vs 20k for #ExposeCNN)
