The failure to PROPERLY follow procedure if they wished to AMEND the STATE CONSTITUTION falls on the Legislature that failed to do so. THEY are the ones that "disenfranchised" voters by their attempt to end run around the requirement.
This result can not be allowed to stand.
Otherwise, the end result is "if no one timely objects, we get away with amending the [State] Constitution without bothering to follow the prescribed process to do so" and "failure of anyone to object in 180 days ratifies our violation of the [State] Constitution"...
It makes a mockery of the law.
