it's very simple. President cannot appoint anyone to these positions by himself.

He needs Senate to confirm

Senate is full of traitors. They only confirmed the very bare minimum they needed to retain some semblance of Republican party being anything other than one half of the Uniparty.

They allowed SCOTUS (and we shouldn't trust SCOTUS because of that), but they did not allow FEC, FCC or any loyalists to head FBI, DOJ and CIA.

Trump has spent 4 years fighting alone, surrounded on all sides by traitors that he is powerless to replace.
