It's the same story of the project Vertatus guy. Basically, USPS employees backdate the ballots so they can't get in trouble for delivering them late. Then the state says these are fine to be counted because the date is before the election. No one then investigates the poorly run USPS.
I understand he is saying that there was back dated ballots, but I'm not clear on what he is saying about the missing 100,000 ballots.
