It's the same story of the project Vertatus guy. Basically, USPS employees backdate the ballots so they can't get in trouble for delivering them late. Then the state says these are fine to be counted because the date is before the election. No one then investigates the poorly run USPS.
Yes there's an added benefit for usps to make sure they get delivered. The unions are very pro dem and the dems will fund the usps. So mutual interests here.

It's not so they don't get in trouble, if people sent them late it's on the sender.
It's because mail-ins break dem, and they want those majority-dem votes to count, regardless of the legality.
