If the ballots were actually blank and ordered from an out-of-state vendor, that's probably cool. Presumably absentee and other mail-in ballots can be transported legally. If the ballots were actually blank and ordered from an out-of-state vendor, that's probably cool. Otherwise there's a problem and that would be a good topic of discussion.
