If he has the data, he knows exactly which justices are blackmailed and how. It would be trivial for him to either use that against them or let them know that the threat of blackmail no longer exists, their blackmailers have already been dealt with.
That said, there are reticent people who weren't truly blackmailed, but were participating in the global takeover of the world, and probably thought that it was their best chance at getting what they wanted.
