I think there was an error on the screen of the machine that said Jam, and a button that said discard. So the machine would not count that ballot that jammed. The person feeding the machine, would then grab the stack the had already ran, and run them all again.

It could also mean that the ballots that jammed were to be discarded, set aside, then copied to a new ballot later and ran.
