I don't get it. What's the secret plan where they suddenly become useful?

Barr: Epstein killed himself, what a weird unlucky series of complete coincidences.

Wray: We live in a crime-free society, except for NASCAR garages.

Haspel: When I'm not torturing prisoners I'm helping with fake dossiers or election fraud.

I can kind of see how keeping Haspel employed gives her the illusion that she's going to get away with something, but Barr and Wray are mysteries to me.
