Depends, not really in this specific example but I mean here's the thing about a conspiracy. Who would you leak it to first? The other side. Look how many conspiracies have involved both sides of an issue, with only the tops of both actually conspiring. Because if you DO get a leak, the first place they are gonna go is the "enemy". Then "oops we accidentally named them, but this is REALLY damning anyway... oh turns out we fell for a trick from some crazy guy trying to trap them, we should always be careful not to let our bias influence us..." And suddenly the entire thing is safe again, nothing really happens, and if heaven forbid one day it's too hardcore not to be able spin your way out of it, the leakers have all their receipts with crossed T's and dotted I's, well then you let the other side fall on their sword over it, then call for "unity" with what's left as "the only way to move forward". This also helps in that you don't need to worry and check for ideological purity on your own side, if you share the same end goals as the other side all you need to do is work out how you'll both play it to meet the true goals. Any true believers below you will get the red meat of "catching" the other side, and they'll probably buy whatever the end result will be. And if they don't, well who are they going to leak it too...
