ELI5. I’m having trouble seeing the issue here. The trucker was delivering for the USPS. Why wouldn’t the ballots be filled out? These were ballots from the mail. From people who mailed them The trucker even says one of the ballots was in a first class envelope. How else would mailed ballots get to a destination if not by a truck? What am I missing here?

Georgia mail in ballots would be dropped off by Georgia residents at Georgia Post Offices. Pennsylvania residents would be mailing their ballots at a PA Post office. So why would a completed ballot need to move between states? For absentee and military voters you'd expect that, although certainly not 144K of them, but not from people who live in Georgia that mail their ballot to another Georgia address via a Georgia Post Office. Unless the USPS is in the habit of sending in-state mail to another state to be sorted and then brings that mail back into the state to be delivered, which would be ludicrous, then it makes no sense why completed ballots would be moving between states in those numbers.

Doesn’t the mail go through major hubs in the US? Wouldn’t all the mail for a region go to a major postal hub and then get sorted? Just asking. I’m not sure how it works but I’m pretty sure mail from one city doesn’t have an individual vehicle for each city in h the US.

Just want to make sure we aren’t missing something so obvious as mail going to sorting centers. The US Postal Service is not beyond this. Not all local post offices can scan mail and check for contraband or other dangerous items.

Why would you need completed ballots delivered from one state to another?
