Why cant Trump simply declare an executive order and do the election over but this time using paper ballots only and have the military carry out the counting?

The Constitution gives authority of elections solely to state legislatures, as long as the follow the constitutions guidelines (dates, making sure things are fair etc). No President can just override the Constitution nor should they

No need to override the Constitution, theres safeguards in case of pure fraud written into the Constitution and federal laws

I think he was trying to avoid anything that can be portrayed as him being a tyrant. Such as fighting all the way through court system and exposing every last person who fails to uphold their oath of office & oath to the people. Thorrs hammer is coming.

EOs don't have that kind of authority, and it sets a bad precedent. A dem president could just order new elections every time they lose.
