It's a tedious read. Couldn't you just say, "Only service members can be in elected positions?"
Only servicemen can vote. That's the important part. You have to serve in the military to earn your franchise.
EDIT: Note, I'm not endorsing this idea. I think it has a fatal flaw, which is that it will inevitably lead to the degradation of the military. If enough people want in, then standards will be lowered to accommodate them.
