More detail is needed, but I don't think this it, pedes. The main point is that the machine itself didn't have Excel on it so it doesn't violate the rule.
Excel can import a shit ton of data formats and most are standardized. While that data shouldn't be so easily accessible(stolen), I don't think it's a kraken.
Edit: Someone pointed out the tweet pointed towards circumventing the law. He didn't focus on the main point. Whether external software is allowed on the machine or not is irrelevant. It was super easy to grab and format all that data to be ready for manipulation. The OP should have made that the prevalent so we don't have people saying "Pls let this be big" instead of it being obvious.
