So.... I'm a programmer and I'm with Trump all the way but I read that three times and I don't see anything wrong with this specifically.

They can't have external software on the server so he transferred the file to a laptop, and used excel on the laptop.

Where's the rule breaking?

I think this is showing the chain of custody was compromised.

To get the data into Excel the laptop would have to have all the encryption keys to mount the drive and access the data. Or there was no encryption.

If the laptop has unencrypted access, it could load malware or modify the data on the USB in addition to transferring files for reporting.

Now that, I understand. If the laptop shouldn't even be capable of using the USB that would be a boom.

But just from the tweet it wasn't apparent.

While I agree, there is a MASSIVE security concern with taking server data and plugging it into the laptop. Plus, if that laptop is considered an "election machine" it would violate their rules.

THAT would definitely be breaking rules, but from the twitter post it wasn't apparent.

At this point it's like a match on a fire though. The election was completely rigged and Trump won so much it exposed everything.
