So.... I'm a programmer and I'm with Trump all the way but I read that three times and I don't see anything wrong with this specifically.

They can't have external software on the server so he transferred the file to a laptop, and used excel on the laptop.

Where's the rule breaking?

I think this is showing the chain of custody was compromised.

To get the data into Excel the laptop would have to have all the encryption keys to mount the drive and access the data. Or there was no encryption.

If the laptop has unencrypted access, it could load malware or modify the data on the USB in addition to transferring files for reporting.
