It is a laptop, not a server or balloting device. It is also not signed into OneDrive but using an anonymous link meaning it was most likely uploaded from someone else, or it is a shared laptop.
Interestingly, it is on a personal OneDrive account instead of a corporate or government account though.
The allegation is that a USB with ballots was connected to an online laptop, does not matter what you can see on the screen (the screen could be turned off the whole time the usb was connected and it is as bad). this is not 100% conclusive proof that the USB contained ballots but it shows the laptop was connected to the internet.
But hard to verify if observers were kicked out and the election was run by The Party.
