This whole thing is GEOTUS gifting us election reform. He is doing all of this... for us. He knew he was going to do this 4 years ago. That's why he campaigned his damn tail off and busted ass to get everything done in 4 years... he knew for this to work, we would have to help him break the rigged system to expose it.

State legislature has control of elections in their own states. THIS IS CONSTITUTIONAL.
2 options.
Constitution amendment, so this requires senate and house to agree on this, not sure if its super majority or just majority for constitution amendments. This could take more away from the states (not good imo)
OR
It's an opt in option for the legislators. As in a federal election standard will be created and it's up to states to whether they want to opt in or not. Ultimately it'll be up to the people to vote in the legislators that will agree to opt in (or not) this federal standard.
