Even if he was considering it, why would he announce that he's considering it? It would just get the media and the NPCs frenzied about how he's literally Hitler incarnate again.
If he was going to do it, he'd just do it without announcing it.

He has to know if he doesn't win the swamp is coming for him. He won't be alive/free in 4 years let alone able to win a free election (against fraud).
