Yeah, definitely suspicious. As Codemonkeyz pointed out in a subsequent tweet, "A quick undelete, by any IT professional, could get all those ballots off that flash drive."
Codemonkeyz is correct: assuming the flashdrive was formated fat32 and he deleted the files (versus reformatting) recovering those deleted files is trivial.
