Counties used to order ballots from a printer, and then after the election they would account for every single ballot which was printed. Then the past couple decades we threw all our security out the window and did a mass experiment in incompetence with electronic voting. At that time we seemed to forget everything we knew about security. Then it was realized how bad that was, and we went back to paper, but in many states they completely forgot the security before voting issue.
You want security of blank ballots because with blank ballots anyone can substitute or stuff ballots. Some states apparently do still have pre-voting chain of custody on ballots, but not most.
