I took this guy for saying he had blank ballot files to print sample ballots for testing purposes. I did not believe he had scans of completed ballots. His delivery is incredibly lacking but his point is not lost. If the blank ballot forms were easy to come by and easy to potentially copy to nefarious printers, potential fraud could have been committed. Ok, indefinite amounts of blank ballots could have been distributed.
