Not harvesting. Harvesting is bad enough where you go to real people and harvest their vote after they request (or were encouraged to request) an absentee ballot. If that happens there is risk of pressure/vote-buying since it compromises the secret ballot. But in harvesting the person actually does vote. Signatures would not be identical and the SN would not be sequential.
For both of those things to happen, someone had to get a stack of ballots and manufacture them in one sitting.
We need a new term for this more specific than "treason." Vote mining? Vote fabrication?
This was one of two things - they get a list of infrequent voters and manufactured ballots to match the names.
Since the people were not in the system, who the hell knows if they were even real people?
