People think it's set in a fascist militaristic culture, but if you actually look it turns out it's actually a liberal capitalist republic with limited sufferage, where leadership is held to account for their mistakes. It looks like a militaristic culture because it's set during a war. In a fascist state you don't have the option to 'take a stroll down washout lane' during military training, they force you to be there because to the fascist the individual only exists to serve the state, wheras in the film everything people do is voluntary.
Turns out the director of Robocop doesn't understand the difference between fascism and a republic, so he just included cheesy propaganda reels and gave their uniforms a nazi aesthetic.
