That's not how this works. DNC can sub in somebody else, and electors would be expected to but not legally obligated to cast their electoral votes for that DNC person, presumably Kamala. If he died after electors were selected on Dec. 14th but before Jan. 6th when congress certifies the electoral college vote, it goes to congress, after Jan. 6th the 20th amendment kicks in and Kamala would succeed Biden as president elect.
