My guess is they're reusing the same fake ballots in multiple precincts. Scan them in, ship them to the next precinct where they're needed, scan them again, etc.
If completed ballots that means they were specific to the locale (Philly?), meaning the down ballot candidates were on it.
And I would assume that the name of the sender is also on the ballot. Is that a printed name or can anyone grab an unfilled-out ballot, make copies and sign a bunch of random names? -- If this is the case we are stupid donkeys for allowing it.
If the sender's name is printed on the ballot then the perps would need a database of unlikely voters: people who move out of state, felons, name changes due to marraige, etc.
Not just ballots, but evidently completed ballots. Ballots filled out in NY and shipped to PA to be counted? If that's not fraud, what is?

Hmmmm, I remember election materials were stolen from Philly a few months ago. Perhaps that's here you get the names. Same in GA
