I'm not 100% on the applicable laws but I thought that the the USPS restriction was only on ballots sent to voters and their return to the counting facilities. I could absolutely be wrong.
I, too, could be wrong, but it's my understanding that a ballot for a Federal election, whether blank or filled out, is a restricted item for commercial transportation services.
To be fair, these could be unfilled ballots for the upcoming runoff election
Still not allowed to be transported by UPS or FedEx
