Per Colonel Waldron, they can check to see if a mailin ballot is fraudulent by doing a forensic analysis of the paper and ink. Maybe not a "watermark", but pretty much the same result.
It also sounds like in GA, they actually did have watermarks. Every state is different....
The document for my $400 trailer is printed on fraud-resistant paper. You think they'd do the same for elections to the most powerful office in the world.

States run elections, and some states do not actually want to foreclose opportunities for election fuckery.
I was reading that it was offered to each state by the DHS, but it was voluntary. So, if a state agreed then they will have the watermark.
Not sure if any states actually took up the offer/partnership with the DHS.
