Is the scale of the operation small enough to be easy to hide in the US? Who is more likely to testify against you: a US citizen or someone in a foreign country? Who has more to gain or lose from a Biden/Trump Presidency: a US organization or the foreign State/organization? What are the consequences for getting caught? Is it worse if you are in the US or in a foreign country?
