This is true. Except the DoJ is continuing to investigate everything. The articles that came out yesterday falsely asserted that he had closed investigation and made a conclusion. They were wrong. Barr was giving an update. Nothing is finished according to him.

Civil can be faster, but that’s no excuse not to start a criminal investigation. They can and should happen concurrently.
Should the Civil Cases fail, Biden will be sworn into office and Barr won’t have a job. The Biden DOJ absolutely will not investigate.

CISA was in charge of Election Security. We don't know for certain that Barr is not doing things behind the scenes.
