Well, I can't help with the replay question but he (paraphrasing) said that GEOTUS should've already implemented the Insurrection Act. A while ago in fact. Raheem did give a brief explanation as to why he believed that, but I can't think of a good way to put it. Sorry kinda weak answer. Hopefully someone will do better than me.
