From what has been said about recounts is once paper ballots signatures are checked envelop open and rest of personal info checked, ballots then scanned. Once scanned they go into containers and are sealed. So the recounts have not been a paper recount only computer ballot recount of scans. If machine switches actual vote onto computer ballot, it wouldn't show up. Also, if they interject say 10K votes Biden, then this is why all the late mail in ballots late drops were put in to equal injection. Recount would show same as original here too. However if they unseal ballots and envelopes and look at them for counterfeit ballots, computer generated ballots they could find difference, But if you get rid of evidence because penalty is no more than 1K dollars and/or 1 year max jail time why not right. Even envelopes with bad signatures wouldn't be able to say if it was a Trump envelope voter or Biden envelope voter. Once separated can never determine after that. Rules have not changed. Just the fact that election was not fair with much evidence Republicans were not allowed to do their jobs in these swing states and oversee counts, signatures, separation of envelopes and ballots, this by law should deem legislators to take back electoral rights and for them to assign them. I don't get why this constitutional right that was clearly not upheld in a election it was most important isn't enough. Should be except our government is that corrupt.
