I really think he's setting the stage. WE know what's going on, but most do not. In order to get the average Joe onboard, you have to exhaust every option. Once you've done that, carrying out justice will shake the nation and the world slightly less.
The only resolve and support that is going to fix this is through a lot more aggressive means than we or him have taken yet.
