Yeah, the person you replied to was explaining that a comma and period actually do not always have totally different meanings universally (as was claimed). He or she clearly wasn't defending it or anything like that.

I understand, I just made the point that it’s foreigners that use it. It’s actually really common in the E,U. For them to use decimal points instead of commas.
