Former UPS driver here. Non-employees are not allowed on a package car for any reason as that is considered a breach of security. If the driver has high value small packages on car like jewelry or official documents, they could easily be concealed in the person’s sweatshirt helping load inside the truck. The skinny guy, not Fat Albert.

Furthermore, if that is indeed a UPS employee, seasonal or not, he is absolutely out of uniform. Drivers are required to wear the classic browns with an official UPS jacket for cold weather gear. Seasonal employees get vests identifying them as such so that Elmer Fudd doesn’t blast them with a shotgun in his yard when he sees someone running up to their door in plainclothes thinking they are trespassing.

Either an employee is breaking the rules, or the company is complicit in violating federal law. Probably both.
