If we're talking about our governor that's exactly what happened. Mind you I didn't vote for her, but a lot of people voted for her because she promised two things. First she'd fix our roads which could be mistaken for roads in a warzone. Second she promised to get our Marijuana industry fixed as the old guard running the state before her mucked it up.

She did neither. Right now because of her the black market for Cannabis is immense and dwarfs the legal market. Whereas in other states the opposite is true. Our roads finally started getting fixed though after she ran the rest of our state into the ground. That's nice at least.
