They need to be hand counted because the machine can be programmed to spit out the same result regardless of what ballot goes in. There might be ways around this, grabbing different samples, but I doubt the election officials they use to verify the system are that bright. Often they pull in one of Dominion's sister companies for the audit, but most of them are linked and can't be trusted.
