While Albany Georgia is in the South of Georgia, Albany NY is in the southern half of NY. To a Manhattanite it's north, but to Buffalo, Rochester, Syracuse and north of I-90 - it's south.

It would be neat if this inside person could gather data about the boxes they went out in, when they go out, the addresses of all the boxes, the exact number of ballots per box, number of boxes, stuff that can be used after the fact to connect dots in a second fraud attempt.

If you look at the image showing the ballot itself, it shows that it's for the senate runoff. It's theoretically possible that they got the contract to do ballots for Georgia, but the plausibility of a state going to an outside manufacturer for something that sensitive is so incredibly low that it's near zero.
Not if they have a least cost procurement mandate. Which, given what we’ve seen from Georgia, saving a few pennies to sacrifice security seems about right.
I would imagine each state would have their blank ballots printed by a company of their choosing, even if out of state. I'm not sure what the problem is.
In the Twitter comments someone links to a story. These are legitimately contracted to a printer in New York by GA. It would be worth poking around to see if they printed extra, but I would guess they would print the fraudulent ballots somewhere else.
