If you look at the image showing the ballot itself, it shows that it's for the senate runoff. It's theoretically possible that they got the contract to do ballots for Georgia, but the plausibility of a state going to an outside manufacturer for something that sensitive is so incredibly low that it's near zero.

Not if they have a least cost procurement mandate. Which, given what we’ve seen from Georgia, saving a few pennies to sacrifice security seems about right.
