While Albany Georgia is in the South of Georgia, Albany NY is in the southern half of NY. To a Manhattanite it's north, but to Buffalo, Rochester, Syracuse and north of I-90 - it's south.
I have never in my life heard someone describe Albany NY as being in the "southern half" .. it's in the eastern part of the state about dead center. LMAO
With all of the printers there are in metro Atlanta, GA, there is absolutely no reason for them to print ballots in Albany, GA or Albany, NY. Definitely something nefarious going on here.

This is answer: it's probably closer to East than even 'East by Southeast'.
