I remember from history class a place that would have armed guards run up to you and scream "SHOW ME YOUR PAPERS!" Then they realized that wasn't good enough so they had a bunch of people wear a certain type of badge whenever they went out into public...Jeez, I wasn't that great of a student, can anyone remind me what that sounds like?
