What is the job of the DoJ/AG? They prosecute crimes. Do they investigate crimes? NO. That is not their job.
Other agencies do the investigations, and bring their evidence to the DoJ. The DoJ then uses the evidence for the prosecution.
Many people have been bitching about Barr not doing anything because they don't understand what the different agencies are supposed to be doing.
When Barr said he has not seen any evidence of fraud, it means nobody doing the investigations has provided any evidence of fraud to him - yet. That is all it means.
